In Israel on Sunday, National Security Adviser John Bolton told Prime Minister Benjamin Netanyahu that U.S. withdrawal from Syria was contingent upon total defeat of ISIS and an assurance that U.S.-allied Kurdish fighters, whom Turkey sees as terrorists, remain safe.
